Rules & Safety

Texas City is a USA Triathlon-sanctioned event. Every athlete is responsible for knowing and following the current USA Triathlon Multisport Competition Rules, the instructions given during the race briefing, and the race-specific rules listed below.

USA Triathlon

What Sanctioning Means

Sanctioning means the event has completed USA Triathlon’s event-review process and will operate under national safety and competition standards. Sanctioning does not eliminate every possible risk, but it provides an established framework for planning and conducting the race.

01 • Safety Review Courses and emergency plans are reviewed.

Event management documents the courses, medical support, emergency procedures, volunteers, permits, water safety, and other operational details.

02 • Fair Competition Athletes race under one recognized rulebook.

The national rules establish consistent standards for conduct, equipment, drafting, transition, penalties, results, and appeals.

03 • Membership & Coverage Every participant must have a valid USAT membership.

Athletes must hold an eligible annual membership or purchase the applicable one-day membership during registration. The membership fee is collected for USA Triathlon, not the race.

Which rules apply to you? General, transition, cycling, conduct, and applicable finishing rules apply to all athletes. Swim rules apply to the Triathlon and Aquabike. Run rules apply to the Triathlon and Duathlon. Relay, adaptive, and category-specific rules apply when relevant.

10 Commonly Violated Rules

This is a quick athlete-friendly summary, not a replacement for the complete rulebook. Follow instructions from police, lifeguards, medical personnel, race management, and technical officials.

No Headphones or Headsets

All Segments

Earbuds, headphones, bone-conduction headphones, smart helmets, and similar equipment are not permitted. Phones and other devices may not be used in a distracting manner.

Wear and Buckle Your Helmet

Bike

Wear an approved, properly fitting helmet. The chin strap must be securely fastened whenever you are riding, including while riding to transition before the race.

No Drafting or Blocking

Bike

Maintain approximately six bicycle lengths behind the rider ahead. Once you enter the 12-meter draft zone, complete your pass within 25 seconds. Ride right and pass on the left.

Observe the Mount and Dismount Lines

Transition

Walk or run your bicycle through transition. Mount only after crossing the mount line and place one complete foot on the ground before crossing the dismount line.

Complete the Entire Course

All Segments

Follow the marked course in its entirety. If you accidentally leave the course, return to the point where you departed before continuing. Athletes are responsible for knowing the course.

No Unauthorized Assistance

All Segments

Do not accept food, fluids, equipment, pacing, or physical help from spectators. Assistance may come from authorized race, medical, safety, mechanical, or aid-station personnel.

Display Your Race Numbers

Identification

Keep all assigned numbers unaltered and visible. Bicycle and helmet numbers must be properly attached, and the run bib must face forward and remain unobstructed.

Follow Swim Equipment Rules

Tri & Aquabike

Wear the assigned race swim cap. Competitive athletes may not use fins, paddles, swim gloves, personal flotation devices, or other artificial propulsion or flotation equipment.

Use Safe, Working Equipment

Bike

Your bicycle must be roadworthy, have working brakes, securely plugged handlebar ends, and no loose or unsafe equipment. Officials may prevent unsafe equipment from entering the course.

Respect Others and the Venue

Conduct

Abusive or dangerous conduct is prohibited. Do not intentionally discard bottles, clothing, nutrition, equipment, or trash outside an approved disposal area.

Texas City Bike Course
The approximately 15-mile bike course is longer than 20 kilometers.

Under the current USAT penalty schedule, a blue-card drafting penalty is 1 minute and a yellow-card cycling penalty is 15 seconds for this course distance. The athlete must report to the designated penalty area when instructed. Two or more blue cards may result in disqualification.

Wetsuit Rules & Water Temperature

The official race-morning water temperature determines whether wetsuits are permitted, optional without award eligibility, mandatory, or prohibited. These thresholds apply to this non-National USA Triathlon age-group event.

60.6°F and Below
Wetsuits Mandatory
Athletes must wear an allowable wetsuit. Race management and the Head Referee may shorten or cancel the swim when cold water, cold air, or other conditions create a safety concern.
60.7°F–78.0°F
Wetsuits Permitted
Athletes may choose whether to wear a wetsuit and remain eligible for applicable results, rankings, and awards.
78.1°F–83.9°F
Allowed, but Awards Ineligible
An athlete may choose to wear a wetsuit but will not be eligible for age-group awards or USA Triathlon rankings unless an official variance applies.
84.0°F and Above
Wetsuits Prohibited
Wetsuits and garments containing prohibited neoprene, polyurethane, or other rubberized material may not be worn.
How the Official Temperature Is Determined Water temperature is measured on race morning using USA Triathlon procedures, generally about one hour before the start and at multiple locations on the swim course. Online temperatures, personal thermometers, and readings taken on prior days are not official.
Wait for the Race-Morning Announcement The official wetsuit determination will be announced race morning. Bring your wetsuit if you may want to use it, but do not assume it will be permitted or award-eligible until the announcement is made.
Neoprene Includes More Than Full Wetsuits Wetsuit shorts, buoyancy pants, neoprene garments, and other rubberized clothing are treated as wetsuit equipment. Maximum allowable wetsuit thickness is 5 millimeters.
Safety May Change the Determination The Head Referee, in consultation with race management or medical staff, may modify wetsuit use, shorten the swim, or cancel the swim because of water quality, waves, currents, wind, air temperature, extreme water temperature, or another safety concern.

How Penalties Work

Officials enforce the rules to promote safety and fair competition. The appropriate response depends on the specific violation and may include an instruction to correct the issue, a time penalty, or disqualification.

Warning & Amend

Correct the violation immediately when instructed. Failure or refusal to correct it may lead to a stronger penalty.

Yellow Card

Used for certain position, equipment, transition, or conduct violations. The applicable time penalty depends on the rule and race distance.

Blue Card

Used for drafting-related violations. Report to and serve the penalty at the designated cycling penalty area when instructed.

Disqualification

Serious, dangerous, uncorrected, or repeated violations may result in disqualification and removal from the competition.

Always follow the official’s instructions. Do not argue with an official while on the course. Questions about a ruling should be handled after finishing through the event’s established results, review, or appeal procedure. Safety instructions from police, lifeguards, medical personnel, and race management must also be followed.

Race-Specific Rules

These requirements apply in addition to the USA Triathlon rules. If instructions change because of weather, water conditions, construction, or another safety concern, the race briefing and race-day directions take priority.

Assigned Swim Cap
Triathlon and Aquabike athletes must wear the race-issued cap assigned to their swim wave throughout the swim.
Wetsuit Determination
Wetsuit eligibility is based only on the official race-morning water temperature and the applicable USA Triathlon rule. Do not rely on an unofficial reading or forecast.
Athlete-Only Transition
Only registered athletes and authorized personnel may enter transition once it is restricted for competition. Family members, friends, and spectators may not enter to carry equipment or help set up an athlete’s space.
Rack & Gear Placement
Rack your bicycle in the assigned location and keep equipment neatly beside your bicycle. Do not obstruct travel lanes, move another athlete’s equipment, or lean your bicycle against another athlete’s bicycle.
Re-Rack Your Bicycle
After the bike segment, return your bicycle upright to the same assigned rack location before continuing.
Shoes Required
Athletes must wear appropriate shoes throughout the bicycle and run segments. Cycling shoes or running shoes may be worn on the bicycle.
Nontraditional Bicycles
Recumbent and unusual bicycle designs are not permitted in the standard competitive field unless approved in advance by race management as an authorized adaptive accommodation.
Bike Claiming
Do not enter transition to retrieve equipment until race management permits access. Athletes must claim their bicycles and equipment no later than the posted event-conclusion time.
Safety Comes First
Follow all instructions from police, lifeguards, medical staff, course marshals, volunteers, race management, and technical officials. An athlete may be stopped or removed when continuing would create a danger to the athlete or others.
